To better coordinate China’s intelligent transportation work, the ITS Leading Group Office was founded. It was initiated by the Ministry of Science and Technology, the former SDPC, the former SETC, the Ministry of Public Security, the former Ministry of Communications, the Ministry of Railways, etc. As the reform of government agencies, four new member units were added, namely, the former Ministry of Construction, the former Civil Aviation Administration, the Ministry of Finance, and the General Logistics Department. During the “Tenth Five-Year Plan” period, the member units mentioned above played an important role in the planning and construction of China’s intelligent transportation system.
1. Provide suggestions on the development, planning, policies and construction projects in the field of intelligent transportation;
2. Promote horizontal links between various modes of transportation and between intelligent transportation and other related fields; promote cooperation among enterprises.
3. Accept government’s commission to carry out research on development strategies and planning in intelligent transportation, undertake feasibility studies, argumentation and evaluation of relevant projects, formulate relevant standards for intelligent transportation, and participate in international standardization activities.
4. Organizing technical and management training in the field of intelligent transportation and carrying out consulting services;
5. Organize academic research and exchange in intelligent transportation at home and abroad, and edit and publish books and information in the field of intelligent transportation
6. Establish communication channels in the field of intelligent transportation at home and abroad to promote the exchange of technologies and industries in this field;
7. Reflect the suggestions, opinions and requirements of the intelligent transportation industry and enterprises to government departments; safeguard the legitimate rights and interests of the industry and its members.
8. Complete other tasks assigned by government departments and entrusted by enterprises.
